Right-of Way – Corridors of land of varying dimensions (typically 30 – 150 wide) that accommodate
civil services such as electric lines or storm drains.

Right-of-Way Permit Process

Submittal – Application package is submitted by the applicant – electronic or physical submittal is fine.
Administrative Review – The Planning & Zoning Department checks the submittal package for completion.
Technical Review – Once a completed submittal package is obtained, the Planning & Zoning Department forwards a digital copy of the submittal package to the Village Engineer for technical review / approval (if required).
Approval / Denial – Once the Village Engineer has reviewed the package and provided approval or denial comments, the Planning & Zoning Department will issue the ROW Permit Invoice or liaison with the applicant to address the Engineer’s comments. a. NOTE: Repeat Steps 2-4 as needed until approval is achieved.
ROW Permit Invoice / Request for Bond – Once the application reaches final approval, the Village Zoning Officer will issue the invoice for the ROW Permit Fees and coordinate payment with the applicant. If a bond is required by the Village, it will be requested when the invoice is issued to the applicant.
Permit Issuance – Once all fees have been paid (and bonds received, if applicable) the Village Zoning Officer will issue the approved ROW Permit and any accompanying documentation to the applicant.

OUPS Tickets

In late 2024, the Planning & Zoning Department became the primary administrator of the Village’s OUPS program. We handle the marking of the ticket requests, the completion of the positive responses, and filing the completed tickets on the Village’s GIS system.
